Smarthome.com has several outdoor speaker volume controls. They come with weatherproof plastic boxes which can optionally be attached to PVC conduit.

Tip: you need like munchkin fingers to get the input and output wires attached, especially with #14 Monster cable like I used. It wasn't till after I installed the last wire that I found that the mounting block is removable. Doh!
